Steering Committee
April 25, 2002

CLAN's Steering Committee met at CFA on 4/25/02.  The meeting was convened by Chair Deborah Barchi at 9:50 AM.  In attendance were:

The minutes of the previous meeting were approved as presented.

Executive Director's report:
        Ginny reported on the status of CLAN's database licensing agreement with Gale.  
Training will be offered.  We have had the contract read and approved by our attorney.  Fran and Debbie will take over working with Gale PR people to produce a pamphlet for distribution to patrons.

World Book remote access is not currently feasible due to problems with authentication on WB's end.

RILA's campaign for public support of library funding is going strong
CLAN has ordered $269K's worth of PC's for members thus far this year-more than all past years combined.

Erate $$ from year 3 and part of year 4 have been received.

Systems and Network Administrator's report:
        Peter reported on the history of erate as it pertains to CLAN.  We have ended up with $24K we didn't expect and need to be able to use it to pay Choice 1 and some Conversant bills that are still coming in.
Fran: Nobody thought we'd get any cash back, so we should leave it as-is.

        Re: NSH:  The only way to get telecom to NSH may be via satellite.
        Discussion of possible sharing of T1 line with Block Island School.
Paul asked about IPac.
        Next release was to be on 4/1, but so many problems arose with the initial release it is now to be more like 5/1.  Nice product, BIG problems.  Indices don't work, basic functions won't work.  The patch has helped, though.  There is also a problem with licenses, in that each interaction makes 1 permanent connection, and we don't have that many licenses to spare.  We'll buy enough licenses to get a discount, then once IPac is working we can bring up libraries.
        IPac has a dedicated server.

CIPA discussion was next.  Any library wanting to do WebSense can do so for $750/library, annual charge.  Once the firewall is installed we will start WebSense.  Caveats are:
                You must be on OSHEAN
        Some libraries cannot do multiple profiles, some can.  If they have their own Windows 2000 server maybe they can get around it.  
Further discussion ensued.

Rick, Cindy and Peter trained with Atrion for Packeteer.  It could be of great benefit for any library to control use of bandwidth.  It allows you to close or limit bandwidth.  It insures that critical applications are served first.  The cost would be $5-$6K-we'll discuss it at Champlin meeting in May.

We now have 3 free polycomm view stations from OSHEAN available for loan at PRO, MID and CLAN.  We'll fill you in later.

Tech Support Specialist's report:
Ginny reported for Rick that the Dell PC orders for 4/02 have been placed and many  PC's have already arrived.
Installation of the new Exchange Server has started-testing to begin in May.
Next tech training class in the CLAN computer lab will be held on 6/19.  Topic:  W2000 Setup (Tips and techniques).

OLIS representative's report:
        Sheila reported on the status of state aid.  Call Anne Parent if you have questions.
        Things seem optimistic concerning vis-à-vis the legislature regarding funding.
        The postcard campaign through RILA and library patrons has been very positive.

A 5 year plan for LSTA  is being developed.  The forums were helpful.  A draft of the new plan will be up on the website.  Base is $400K.  House version is $500K with a per population figure beyond that.

David Macksam's testimony on LSTA was impressive.

Carol Brouwer is representing CLAN at Library Legislative Day in D.C.  

The delivery contract is up in June-Current Carrier and Mr. Messenger will likely be the only applicants.

Bob Kerr is writing an article about the delivery-human interest stuff-but it has not yet got enough ''oomph'' to publish.

Fran reported for RILA:
        Legislative Action Committee says to keep the postcards coming!  The campaign is working.  LTV to do a show on funding fro delivery, too.  The delivery people helped Joe McGovern with shots of libraries.  See it on LTV.  Stills from the program will be sent to legislators.
        Contact the House and Senate Finance Committee members regarding the delivery.

Committees:  
        Database Management (Paul Holliday reporting) met on 4/4 and saw CLAN's training area.  Schedule for training re:  searching filled through next year.
        Next meeting 6/21 at WES, then Paul's house for picnic.

Other:

Jim:  NSH wants to issue a short-term CLAN card for summer patrons and charge $7/month or $13/2 months.  Any problems with it?

Peter: None at all.
Consensus:  NSH can do as it likes.
