OSL Minutes: Circulation Heads Meeting, September 16, 2010

The meeting at Portsmouth Free Public Library was called to order at 10:04 am. inutes from the May 20, 2010 meeting were accepted by Kacey (PAW) and Gina (NPR)

To open the meeting, Chair Cathy Fagan had members go around the room and introduce themselves.
Susan Reed (PAW) and Pat Redfearn (WRR) introduced ideas about new delivery procedures. Test -> September 20 - 24.  2 elastics on each item will hold slip onto item.  Susan and Pat visited the vendor, Optima, who operate a library delivery system in Massachusetts. Barcodes on front of items would aid in helping a new vendor deliver the items much faster (guaranteed in a day).  Covered bins would be introduced (possibly purchased with a grant).  (Discussion ensued) Members expressed questions and concerns about ideas for the non-bagging test and a new delivery system.
Lost & Paid form is on the Circ Heads website or you can use one generated from the receipt printer.
Request to change children's fines to max at $1.00.  This needs to be addressed at each library.  Maximum fines per items was also discussed and these are tied into Millennium loan rules.  $1, $3, $6 and $10 are maximums we would like to see used, majority of members support this flexibility.  Our priority would be adding $3 if we can only add one new loan rule.
Request for 14 day loan rule.  Majority of members opposed to this request.
Label AV items with loan periods and overdue fines.  Mention due date to patron if item varies from your loan period.
Patron self-registration - Discussion ensued … Holds limited to 5.  Child applies for card online, elder comes in to pick up hold items, what do you do?  Follow your library's procedure for permanent card.  These cards were also being used to get around Envisionware.
OSL is working on a new open source communication system which will go live @ January, 2011, we will be able to see a beta system sometime in November.  Lisa Davis explained how it should work.
Smart phones - Lasers won't read the cards that are scanned into their phones at this point.  Individual libraries need to determine what to do if this matter presents itself.  
PIN numbers - Should we go to this security device?  We are the only major Millennium consortium that doesn't use pins (which could be a number, name or alias).

How to report problems to OSL - Send e-mail to Renee (rborden@oslri.net) and Lisa (ldavis@oslri.net)

Out of state patrons - 10,000 out of state in database.  Change to patron type 61?  Lisa Davis will send list to each library with these patrons and each library can decide what action, if any, needs to be taken.

Duplicate patrons - Lisa is forming a master list which she will post so we can see what errors were made.  She will also send individual lists to the affected libraries.   

Suppressed items - Members agreed that amount of time that items are set to suppressed should be extended a bit.

Freezing items on a hold list - Sometimes it works, sometimes it doesn't.  Try steering patrons to using "My Lists".

Updating patron templates - Lisa Davis can help libraries with this.

New Business:  Be very careful with damaged material.  Do not keep sending material on if item is severely damaged or missing parts, please send it back to the owning library.  Also, when using Damaged Material cards, please put a holdnote on item so that a description of the problem is included.

Pet Peeves:  Do not use tape for packaging.  Use elastics where applicable.

        Motions by Doris (CUM) and Gina (NPR) to adjourn the meeting were accepted at 12:05 pm.
